GOVERNANCE BEYOND RECOVERY: TOWARDS A MORE RESILIENT, INCLUSIVE, AND SUSTAINABLE FUTURE

OVERVIEW:

In a rapidly changing globalized world, with increasing uncertainty and complexity, it is imperative for governments to adopt strategic foresight and innovative governance tools. The effective talent management strategies can equip public sector organizations with the skills and knowledge to adapt to shocks and changing circumstances. Thus, bridging the skills gap between education and employment through education and training is crucial. Effective coordination and collaboration at all levels of government and across borders are also needed to foster an integrated whole-of-government approach. This session will focus on how innovation and governance mechanisms can better support in policy planning for the future, ensuring a more sustainable development and resilience to future shocks.

KEY ISSUES TO BE ADDRESSED:

  1. How can governments leverage the potential of digital transformation and emerging technology in innovating the public sector on all fronts?
  2. What are the best practices to transform the hierarchical approaches prevalent in the public sector into new innovative approaches to better engage stakeholders in policy development? Also, what are the efficient ways to promote intergenerational justice, gender equality and the protection of vulnerable groups?
  3. What kind of multilateral approaches are needed for promoting inclusive and collaborative innovation? And what are the key challenges observed for innovating across borders?
  4. What are the key lessons learnt from recovery packages adopted by countries/institutions to better design and implement green growth measures at local and national levels using innovation governance tools?

    • Dr. Khaled El Attar

      Deputy Minister for Administrative Development, Digital Transformation and Automation at Ministry of Communications and Information Technology (MCIT).

      El Attar has more than 35 years of experience in informatics, supervising projects in Egypt, Saudi Arabia, UAE, Bahrain, Germany and USA. He held several managerial positions at IBM and Raya, for 28 years, and worked as a lecturer at Cairo University.

    • H.E. Alamine Ousmane Mey, Minister of Economy, Planning and Regional Development

      In 2003, Mey was appointed General Manager of Afriland First Bank. In 2011, he became the Minister of Finance. He undertook a range of financial reforms and refocused government investment towards sustainable development. He was also recognized as Finance Minister of the Year by prestigious 2016 African Banker Awards.

    • Mohamed Ashraf Rashed

      Mohamed Ashraf Rashed is currently the Chairperson of the National APRM Commission of Egypt. He is also the Chairperson of the COMESA Committee of Elders. He served as Assistant Foreign Minister for European Affairs, as well as Ambassador of Egypt to Ireland, Italy, and Permanent Representative to the United Nations Agencies in Rome.

    • Nibal Idlebi

      Nibal Idlebi is the Chief of Innovation at the United Nation-Economic Social Commission for Western Asia (UN-ESCWA). Nibal is the Chief of Innovation Section at UN-ESCWA. She is a senior policy expert in digital transformation, innovation and technology for sustainable development and digital and open government. She is active member in international and regional committees.

    • Sarah Hamouda

      Sarah Hamouda has eleven years of professional experience in the international cooperation and development field. Currently, she works for the African Union Secretariat for Peer Review Mechanism (APRM) as an officer in charge of the agenda 2063/SDGs Unit and South-South Cooperation, in Johannesburg, South Africa.

    • Sherifa Sherif

      Sherifa Sherif is the Executive Director of the National Institute for Governance and Sustainable Development, Egypt. Sherifa is a tenured Professor at Cairo University. She is a member of the Committee of Experts on Public Administration (CEPA) under the UN Economic and Social Council (ECOSOC) and the OECD’s Public Governance Committee National Coordinator.
